As India continues to embrace a digital-first future, one question remains at the heart of inclusion; Is our digital world truly accessible to everyone?
At the 4th edition of Inclusive India: Digital First 2025, BarrierBreak, in collaboration with NCPEDP, proudly launched the second edition of the BB100: State of Digital Accessibility in India report.
This landmark report evaluates the accessibility of the Top 100 most visited websites in India, across key sectors such as Government, E-commerce, Education, Healthcare, News, Travel & Tourism, Entertainment, and Airlines, offering a clear, data-driven picture of where India stands today on digital accessibility.
Understanding BB100: State of Digital Accessibility in India
The BB100 report is a comprehensive study that benchmarks accessibility across the country’s most-visited digital platforms. In its second edition, the report brings forward an in-depth analysis of accessibility trends, compliance gaps, and areas showing progress. It aims at helping organizations, policymakers, and accessibility advocates understand how inclusive India’s digital ecosystem truly is.
Every website was assessed using BarrierBreak’s A11yInspect, an automated accessibility tool designed to test conformance with the Web Content Accessibility Guidelines (WCAG) 2.2, the latest standard from the World Wide Web Consortium (W3C).
Key Findings from the BB100 Report
The results paint an important and urgent picture of India’s digital accessibility status:
- Across 100 websites analyzed, an average of 116.40 accessibility errors were detected per homepage.
- Entertainment websites recorded the highest number of accessibility errors at 285.20 per page, followed by Travel & Tourism at 144.27 and E-commerce at 121.48.
- Government websites recorded 63.75 accessibility errors and Healthcare at 59.60, indicates a slow but steady shift towards more inclusive design practices.
When categorized by conformance level:
- 64.06% of issues were WCAG 2.2 Level A errors
- 35.94% were Level AA errors
The five most common accessibility barriers detected include:
- Colour Contrast – 36.29%
- Links – 22.92%
- Keyboard Operability – 11.43%
- ARIA Implementation – 11.16%
- Images – 6.91%
Together, these five categories accounted for over 88% of all detected issues, reinforcing that fundamental accessibility best practices are still being inconsistently implemented.
Why the BB100 Report Matters
The BB100 report isn’t just a technical audit but a reflection of India’s commitment to digital inclusion.
With the Government of India reinforcing its focus on digital accessibility under the Rights of Persons with Disabilities (RPwD) Act, and through the harmonised standard IS 17802, the time is perfect for both public and private sectors to align their digital platforms with accessibility norms.
Here’s why this matters more than ever:
- The Supreme Court of India has affirmed that the Right to Digital Access is a fundamental right under Article 21 of the Constitution.
- Inclusive digital design ensures that persons with disabilities are active participants in India’s growing online economy.
- Compliance with WCAG 2.2, IS 17802, and RPwD Act helps organizations create equitable digital experiences while avoiding legal and reputational risks.
A Step Towards Inclusion
The launch of the 2nd edition of BB100 at Inclusive India: Digital First 2025 marks another milestone in BarrierBreak’s mission to make the digital world inclusive, one website at a time.
This report serves as both a wake-up call and a roadmap. It empowers organizations to:
- Understand where accessibility gaps exist in their digital properties
