India’s digital landscape continues to evolve at a remarkable pace, connecting millions of people through online platforms that power governance, commerce, learning, and entertainment. Yet, amid this expansion, one vital question continues to define the nation’s digital progress: are our most visited websites truly accessible to persons with disabilities?

With the Government of India’s growing focus on Digital Inclusion, and under the framework of the Rights of Persons with Disabilities Act. The Accessibility Standards, Web Content Accessibility Guidelines (WCAG) and the harmonised standard IS 17802 on accessibility for ICT products and services, help implement equitable digital access aligning with the nation's priority.

In this context, BarrierBreak & NCPEDP present the 2nd edition of the BB100: State of Digital Accessibility in India. BB100 is a comprehensive study that evaluates the accessibility of the Top 100 most visited websites across sectors, including Government, E-commerce, Education, Healthcare, News, Travel & Tourism, Entertainment, and Airlines.

Each homepage was assessed using BarrierBreak’s automated accessibility tool, A11yInspect, which tests conformance against WCAG 2.2, the latest accessibility standard published by the World Wide Web Consortium (W3C). Across the 100 websites analysed, an average of 116.40 accessibility errors were identified per homepage. Entertainment websites recorded the highest average number of errors (285.20 per page), followed by Travel & Tourism (144.27) and E-commerce (121.48). Government (63.75) and Healthcare (59.60) websites performed comparatively better, signalling gradual progress towards accessible design practices.

Of all detected issues, 64.06% were WCAG 2.2 Level A errors, while 35.94% fell under Level AA. The most frequent accessibility challenges were related to Colour Contrast (36.29%), Links (22.92%), Keyboard Operability (11.43%), ARIA Implementation (11.16%), and Images (6.91%).

Collectively, these five categories accounted for over 88% of all detected errors, indicating that recurring, foundational accessibility issues persist, due to inconsistent developer implementation and oversight.
